Considering the conservation of the nation’s tradition, cultural and historical sites and environment, as well as the capacity of transportation, travel facilities and reception system, Tibet Tourism Bureau adjusted regulations for applying for Tibet Travel Permit.
According to the provision from the Tibet Tourism Bureau, foreign visitors, Taiwan compatriots and overseas Chinese (except the Hong Kong, Macao residents who hold the passport of Special Administrative Region or who obtain ratification of returning homeland) are not allowed to travel by themselves in Tibet. They must travel in group organized by travel agencies in a planned way no matter how many people there are.
Any overseas individuals or tour group must apply for Tibet Travel Permit from Tibet Tourism Bureau by a committed travel agency. In a word, any independent travel is not allowed in Tibet.
In May of 2012, National Tourism Administration of China and Tibet Tourism Bureau announced a new rule for applying for Tibet Travel Permit. According to this new rule, at least 5 tourists with the same nationality, the same itinerary and the same departure date can apply for Tibet Travel Permit.
