2014 is the famous Horse Year of Tibetan calendar. It plays very important significance for local Tibetans and other devout Buddhist pilgrims from all over the world. According to traditional customs of Buddhists, they will all gather together around Mt. Kailash and Lake Manasarovar in Ngari Prefecture. Some of them may start this plan since last year, or ever earlier, some of them crawl along the way here. Meanwhile, many grand religious ceremonies will be held as well as other celebrations.
We know that, it is expected by many tourist from home and abroad. But unfortunately, Ngari Permit is hard to get since April 28th, 2014. Chinese people have to apply it in which their registered permanent residence is with their ID card, itinerary and other necessary documents. The process may change to be very complicated and it is hard to get. On the other hand, it is closed to foreign tourists.

When you are planning to travel to the closed areas in Tibet you need to apply for it after you arrive in Tibet.
The "closed" areas in Tibet Autonomous Region mainly include Qamdo, Tengchen and Riwoche in Qamdo Prefecture, Baksumtso Lake, Bomi and Ranwu Lake in Nyingchi Prefecture, Mt. Everest, Rongbuk Monastery, Sakya Monastery, Palkhor Monastery and Zham Town in Shigatse Prefecture, Tsedang, Samye Monastery, Tombs of Tibetan Kings, Yumbu Lakhang and Trundruk Monastery in Shannan Prefecture, Lake Manasarovar (Mapam Yumco) and Rutog in Ngari Prefecture.
The last one is the Military Allowance (Permit), which you have to obtain if you are planning to travel to some military sensitive areas, such as Mt. Everest, Zham Town, Medog County, Yadong County and Ngari.
